Description:

SENTEL offers a relaxed small company feel with diverse work assignments and some travel.  Responsible for supporting and managing full lifecycle proposal activities to develop written proposals for Federal Government and Commercial clients in accordance with business goals, corporate processes and templates.
Responsibilities include working closely with capture managers, business development personnel and Division Leads to develop bid strategy, themes and discriminators, with the creative ability to thread solutions into a compelling proposal that will win. In-depth understanding of the federal procurement cycle and commercial sector cycle and the implications for capture, marketing, and proposal preparation.   Possess the initiative, organization, stamina, attention to detail, flexibility, and ability to forecast resource requirements to produce winning proposals.
Ensures that proposal submissions comply with the applicable RFP instructions and delivered on time.  Works with proposal team and BD Director to determine author assignments and with the Business Development personnel to integrate win strategy, themes and discriminators into proposal.
Creates/manages/coordinates/supports the schedule, proposal content, and strategy; provides insight and guidance to authors on content and graphics development, and ensures proposal is ready for scheduled reviews and final delivery.  Facilitates multi-organizational teams in planning, storyboarding and developing an effective customer-focused proposal. Identifies and escalates issues.  Acts as author as needed.  Responsible for production and quality controls.  Provides leadership and work guidance to less experienced personnel. Will work to manage direct reports and manage matrixed team of authors from business units and teammates.  Act as the Proposal Manager for the firm by managing multiple proposal team efforts and ensuring that engineering, IT, and logistics practice areas are fully integrated. 

Education/Experience

    • Undergraduate degree.
    • Minimum of 12 years experience managing federal and commercial proposals / procurements.
    • Shipley training and professional certifications a plus.
    • Current TS clearance or ability to obtain one.
    • Familiarity with DoD technical, engineering and logistics support services a plus.

Requirements:

    • Ability to work with technical staff and consultants, absorb and understand technical concepts, and draft concise proposal responses.
    • Ability to use standard English writing styles and structures to edit proposal sections for structure, content, and messaging so they are easily readable, understandable, and compelling to the potential client.
    • Expert at identifying data that is needed for 100% compliance with the RFP requirements.
    • Ability to organize and develop corporate proposal tools and databases for use by proposal teams. 
    • Strong analytical, organizational, collaborative, and management skills.
    • Facilitate proposal review meetings and ability to balance multiple projects meeting deadlines.
    • Strong interpersonal skills and effective communication skills with the ability to interact with all levels of personnel.
    • Possess the initiative, organization, stamina, attention to detail, flexibility, and ability to forecast resource requirements to produce and manage winning proposals.
    • Ability to direct team efforts and to personally work beyond normal business hours in order to accomplish multiple proposal submissions.
